The english version is intended for reference only. In the event of any inconsistency between the chinese version and the english version, the chinese version shall prevail.
1. Tenderers should print the list of receipts for electronic tender documents received and place them in the envelope with the identifications. Tenders who received the tender documents electronically but have not included the list in their submissions will be given notice and required to provide reasons at bid opening. Tenderers who are unable to provide reasons at bid opening, provide reasons deemed by the authority to fail to justify the omission, or use duplicate document numbers will be disqualified.
2. Important information on deposit and refund of bid bond: (1) please refer to the wra guidelines for bid bond payment and refund. (2) checks should be made payable to “southern region water resources office, wra, moea”. (3) cash payments should be deposited into account no. 24265502120060, account name “Southern Region Water Resources Office” at the department of the treasury of cbc (taiwan) (code:0000022). The transaction receipt should be included in the tender package or submitted in person at bid opening. (it should be noted that if the receipt is submitted at bid opening, the bond cannot be refunded until 5 days after bid opening.) Wrasb does not accept cash payments at bid opening.
3. Tenders should be sealed and submitted by mail or courier to wrasb by the tender submission deadline.
4. Please refer to the “instructions to tenderers” for identifications to be provided. Proof of identification should be provided as copies identical to the original, or the bid will be void.
5. Components of performance bond: (1) construction work: nt$ 269,500,000.; (2) property damage liability: nt$ 30,500,000. Please see item 24 of the “instructions to tenderers” and item 10 of the supplemental rules for more details on the payment deadlines and regulations.
6. No advance payment will be provided in this project.
7. A bid will be void if it exceeds the budget.
8. Any questions regarding the tender documents or concerns about potential violation of law should be directed in writing to wrasb after the day following the tender announcement until 3 days before the submission deadline.
9. Application for construction will be filed within 10 days after the day following contract signing.
10.Past research on this project and replies to vendors and public feedback are available on the wrasb website at https://www.Wrasb.Gov.Tw/windows/windows09.Aspx?No=14&pno=
11.Tender documents are available only through the government electronic procurement system (http://web.Pcc.Gov.Tw). Paper copies are not available.
12.Tender packages can be downloaded for nt$890 each.
13. The deadline for completing performance is the end of the 1500th calendar day from the construction start date.
14. Tenderers may change items on the price list as needed according to their own specialties, promises, and creative designs and requirements. Unit, quantity, unit price, and amount should be provided for each additional item. Please refer to item 5(1)5 of the ‘’instructions to most advantageous tender selection”.
