附加說明	Qualifications for Bidders to Submit Tender Document (For the bidders from the countries which signed the Agreement on Government Procurement (GPA)) 1. General Qualifications A.The bidder should provide its registration or legal establishment certification documents issued by its Government or authorized organization and the documents which indicate its business items are relevant to the following: 1.Grade A General Construction Enterprise. 2.Dredging industry (or excavation, or sludge removal, or sand pumping) 3.Offshore dumping of sand , gravel (or riprap). 4.Iron and steel rolling, drawing, and extruding, or machinery and equipment manufacturing, or machinery installation. B.The bidder should provide one of the following documents: 1.The financial report of previous fiscal year or the most recent year signed and certified by a certified public accountant. 2.Credit certificate issued by a financial or credit investigation institution. 2. Specific Qualifications A. Engineering experience or completed projects required The bidder should have completed, since January 1, 1997 to the tender deadline, at least one of the following marine engineering works in Taiwan or foreign country with one single contract amount of NT$1,000,000,000 or more; or with a total contract amount of NT$ 2,500,000,000 or more for multiple projects, and should provide with certificates. The marine engineering works include: (1)intake head , discharge head and the related pipes for circulation cooling water system under seabed.(2)marine outfall pipes.(3)laying of submarine gas pipelines.(4)laying of submarine power cables.(5)undersea tunnel.(6)pier.(7)harbor.(8)waterway dredging work.(9)trestle bridge (roadway) in ocean.(10)seawalls (including breakwater or training jetty).(11)land reclamation on seashore . B. Financial capability required The financial report provided and the attached financial statement of previous fiscal year or the most recent year should be signed and certified by a certified public accountant or audited by the audit institution. The certification should conform to the following requirements: 1. The net worth is not less than NT$500,000,000. 2. The current assets are not less than the current liabilities. 3. The amount of total liabilities is not more than 4 times of the net worth. Remarks: The other requirements are listed in the tender notice in Chinese .
