附加說明	(1) Basic Qualifications: The bidder must be a "vendor" as defined in Article 8 of the Government Procurement Act, and must be a vendor eligible to provide the technical services required in this case, as specified in Article 3 of the "Regulations for the Selection and Fee Calculation of Agencies Commissioning Technical Service Vendors" (including engineering consulting companies, engineering offices, architectural firms, and other natural persons or legal entities authorized by law to provide technical services). The bidder must not be in a situation where participation in the bidding is prohibited as specified in Article 103 of the Government Procurement Act. (2) Required Supporting Documents: Vendor Qualification Documents (Copies): Engineering Consulting Company: Engineering consulting institution registration certificate or proof, professional engineer license, valid membership certificate from a professional association. The professional engineer must be a full-time employee of the company and may only perform engineering duties for that institution (the business and address must be with the institution). Engineering or Architect Offices: Architect or relevant engineer’s certificate of registration, architect or relevant engineer’s license, valid membership certificate (from the Architect’s Association or Engineers’ Association). Other Legal Entities or Individuals Authorized by Law to Provide Technical Services: Business or commercial registration certificate indicating the ability to provide engineering design and supervision services, professional engineer license (if applicable), valid membership certificate. Vendor Declaration: The vendor must complete the declaration form attached to the bidding documents.
