Type of vendor: business corporation, institution, foundation, non-profit association. Registered business entity shall possess one of the practice items including, without limitation, advertising, radio and TV services.
1. Document of Qualification:
Bidders must submit document of identity of natural person, company registration or commercial registration document, license of establishment or business registration, license of factory registration, license of trade registration, license of practice and operation, proof of foundation, proof of registration or document of legitimate registration or establishment of such vendor issued by government authorities or its licensing authorities.
2. Tax payment proof:
(1) Business tax: submit the receipt slip of tax payment, or the latest installment of receipt slip for the establishments’ sales amount and the tax declaration issued and endorsed by the tax authority. If the proof for the latest installment cannot provide in time, it could be provided in place. For newly established corporations or companies that has not yet due for tax payment, the official document of establishment registration issued by the tax authority in charge for levy of business tax and relevant document for voucher purchase in application of uniform invoice or standardized receipt could be used instead. However, establishments free from business taxation, an affidavit should be issued to state the establishments’ willingness to bear all responsibilities for any perjury or untrue declaration or documentation.
(2) Income tax: income and expenditure returns are required for those under the categories of education, culture, public welfare, and charity institutions or associations.

(5) The initiation of bid could only be postponed to the next business day, when the occurrence of any event is affecting the establishments’ performance and is beyond reasonable control of the parties including, without limitation, governmental orders or regulations, outbreaks of a state of emergency, acts of God (including fire, flood, earthquake, storm, hurricane or other natural disasters), war, warlike conditions, hostilities, civil commotion, epidemics, fires, strikes, lockouts or any other similar cause, hereinafter referred to as force majeure.
