The contractors shall apply for commencement of the work within 10 calender days as of the second day of the notification provided by the competent authority after signing the contracts for engineering construction relevant to the Project (TRA Intelligent Electrical Engineering Upgrade Project - Level Crossing Protection Equipment Upgrade Project)

2.Bidder qualification:
Basic qualifications of bidding contractors:
Engineering consultancy companies [I101061] and engineering offices (or engineering offices organized as a partnership)

The following documents must be attached:
Domestic contractors:
1. Engineering consultancy company: (1). A valid registration certificate of the engineering consultancy company whose business scope is electrical engineering. (2). A valid membership card of the Chinese Association of Engineering Consultants or related local associations. (3). A valid tax payment certificate.
2. Engineering office (or engineering office organized as a partnership): (1). A valid professional licenses of electrical engineering technicians. (2). A valid membership card of an engineers’ association. (3). A valid tax payment certificate.
Foreign contractors:
The documents to be attached shall be same as those of domestic contractors (but the certificate of any society or association membership can be submitted after the contractor wins the bid).

Special qualification of contractors:
1. Contractors with considerable experience or possessing actual achievements: the scope of considerable experiences or actual achievements include: completion of a labor contract of the same nature as the subject matter of the bid (level crossing protection equipment or video recording equipment) or equivalent (signal interlocking equipment or track electromechanical system etc.) involving concerned planning, design and supervision within 10 years as of the bid date with a single contract amount or quantity not less than 2/5 of the budget amount or quantity of the subject matter of the bid herein or the cumulative amount or quantity not less than the budget amount or quantity of the subject matter of the bid.)
2. Contractors with considerable financial resources: The scope may include the requirement in which the contractor’s amount of paid-in capital must be no less than one-tenth of the budget amount of the tender subject, Or the financial report and the attached statements of the preceding fiscal year or most recent fiscal year, which have been certified by a public accountant or approved by an auditing authority, are in conformity with the following provisions:
a. The equity shall not be less than 1/12 of the budget amount of the subject matter of the tender.
b. Current assets shall not be lower than current liabilities.
c. Total liabilities shall not exceed four times of the equity.
However a tenderer as a state-owned organization participating in the bidding for response to the privatization policy will not be limited by the provisions mentioned above.

The following documents must be attached:
1.A copy of acceptance certificate or any documentary evidences of use with normal functions after commissioning must be provided for actual achievement proof.
2.A foreign achievement certificate must be notarized by the government or a notary office of the country concerned, accompanied by a declaration certified by relevant institution of Taiwan functioning in the country concerned (the original part shall be attached by a Chinese translation), and signed by the tenderer to prove that the achievement information listed in the detailed foreign achievement table is true and correct.
3.No notarization is necessary for domestic achievement proof.
